I'd bet about a month, maybe two depending on how much he wants to fit into this version.

Just the video preview for Cinematic mod 11.35, and is that dynamic light shafts that I see (something that's a main feature of Unreal Engine 3 and Cry Engine 2 and 3 lighting)?

Yes. Thanks to Biohazards wonderful Source Shader Editor the next version will come with optional postprocess effects like sunrays, lensflares, vignette, bokeh blur...

3d on 2d textures see wiki
hope that tessellation will be released too. (it is possible on dx9, i saw it as mod for first stalker)
p.s. looks like we have to start from beginning again to check all this great stuff
